The term 21st century skills gets thrown around a lot in education. It means something different to a lot of different people. Instructional technology can be used to achieve 21st century learning, but is not the end all be all. Most of you are familiar with Bloom's taxonomy. Utilizing Bloom's (or a revision) can help you understand the different levels of learning we are trying to achieve-we want to apply, analyze, evaluate, and create. Those things are 21st century skills, not just using a laptop to make a cute cartoon.
